Does Jeremy Bentham or John Stuart Mill have the best version of Utilitarianism?

Mill modified Bentham's version of it by quantifying pleasure differently (or units of utilitarianism, if that makes sense). A 10 farts are equivalent to piece of steak, according to Bentham. Mill says that 1000 farts will never equal a piece of steak. I cheated -- Wikipedia :)
