Does anybody know how to get the box that is lowered by the hot air balloon on the Luigi Raceway in Mushroom cup on MarioKart64???

The balloon will descend at seemingly random rates, but predictably, it will always be closest to the ground when the players near the back of the pack (6th-8th place) pass by it. If you sit under it, it will eventually descent at its regular rate and give you the item inside, but doing this will usually put you in the bottom 4 anyway.
There's only been 1 time where I've been in 1st and caught it on the bottom, but I already had an item, so I couldn't get it.
And there's a blue/spiky/bowser shell in it. So naturally they'd give it to the last place guys.

that guy is right but, if you use toadstool you can get in when you are in first place as long as you are half a lap ahead
