Sad to say, but Honduras is dominated by mafia. Phone service into Honduras is pretty well cutoff from competition. The best rate I've seen is about $0.44/minute and that was probably on Skype. I've also bought calling cards for $5 that get you into Honduras for 10 minutes or so.
The problem with the PC-PC VoIP connections into Honduras is that most people down there cannot afford a computer, much less Internet. They are far better off calling you, which they can do at many convenient Internet Cafes that offer VoIP phone calls into the USA for $0.11/minute (2 Lempiras per minute). Some of them will go about $0.08/min (1.5 Lemps per minute).
