Kazakhstan, Tajikistan, Uzbekistan, Kyrgyzstan and Turkmenistan are the Central Asian states. They are extremely important for several reasons; their state weakness and ethnoreligious make-up make them likely sites for terrorist training camps, they are important for the extraction of oil in some cases domestically (like Kazakhstan) and in others for the construction of pipelines across the country (like Uzbekistan, a country essential for the Baku-Tiblisi-Ceylan pipeline, key to extraction of caspian oil). China and russia are interested in a strategic partnership to reduce the chance of muslim sepratism bein ignited or supported (china worries about uighur sepratists while Russia frets about its tartars). They'll probably just do whatever, at a given moment, grants them greater security, power or wealth. In other words, they'll probably do both, using whatever market freedoms their society will permit to increase wealth, while also tying themselves to the stronger and kindred peoples around themselves militarily to protect themselves from non-economic peril.
