The rule of thumb is that people who prefer math find the ACT easier, while people who prefer social studies find the SAT easier.
Generally, the ACT is a lot more student-friendly - there is no wrong answer penalty, the answer grid is easier to follow, there are no experimental sessions, etc.
However, the math on ACT includes basic trigonometry, while the math on the SAT only reaches basic geometry.
Moreover, the Grammar on the ACT is very rule-specific, and includes punctuations, while the SAT is more intuitive and has no punctuation-specific questions.
Finally the ACT includes a "science" section that has no equivalent on the SAT. Although no actual knowledge of science is tested, many first-time test takes are taken aback by this section.

The easiest way to see which test will be easiest is to try taking both under realistic conditions. Check out free practice ACT and SAT tests offered by your Kaplan center, and learn what's easier for *you*.

good luck!

The SAT is generally easier, but the ACT is more comprehensive, especially if you plan on applying to a better school like Harvard, etc. where they require the SAT and two SAT II's, or just the ACT.

Depends on the person. Some do better on one, some on the other.
States on the coasts used to prefer the SAT, but most schools will take either.

ACT's are easier in the fact that their English section is less extensive.
