the psychic mechanic believes the problem lies in the sending unit, somebody probably tried to do some wiring (install speakers) and tweaked the sending unit out of adjustment. If you can find the sending unit. it needs to be readjusted and tightened.

Not knowing what car we are dealing with makes it a little more difficult but there is likely one or two solutions.
Your brake lights are often activated when the brake pedal moves away from a switch under the dash. This is why your brake lights go out when you lift the pedal with your foot.
You should be able to adjust either the position of this switch or the resting position of the pedal without much difficulty. You will have to get a good look under the dash to see for sure.
The switch will likely adjust with a few turns in the direction that brings it closer to the pedal arm. you need to move it close enough so that when the pedal has no weight on it the brake lights are off.
There are a number of possibilities (depending on the make and model of the car) to adjust the brake pedal itself, if this is even possible on your vehicle.
I would advise you to pick up a Chilton or Haynes repair manual for your car as there will probably be a detailed description of the adjustment that you can follow.

There is a switch built into the pedal. I had a Taurus where the switch became loose and I did not have brake lights, I was able to get it tight with a zip-tie. Either the pedal or switch is loose, you can probably order a replacement part through a dealer. I'd take it in to a shop, it may be a simple adjustment.

If you can get at the top of the brake pedal (you might need to remove some of the trim) you'll find a small switch. This adjusts usually by loosening a screw and sliding it nearer or further away from the pedal. You'll probably find that the screw is loose. Move the switch so it comes on when the pedal is half way down and tighten up the screw.

I dont think it is switch as you said your top brake light is responding while stepping on brake pedal. Have a look on your bulbs (against light) when you remove them and try to find which one has burned fibre. End lights are on different circuit, brake lights are turned only when you brake while end lights are on all the time, remove one of the brake light and have a look if there is similar bulb (for example reverse light bulb) to swap it with just to test it if it is working, than you know what to do (visit shop or mechanic)

If you look under the dash and follow the brake pedal you will see a small press switch bearing on the pedal remove and replace . remembering the plunger must be depressed when pedal is standing and must open fully when the pedal is depressed, its not rocket science and can be carried out quite easily

if you lay in the drivers footwell and look above the brake pedal you will see a switch with a couple of wires connected to it you should be able to adjust this switch to stop this happening.only adjust this switch if you are sure the brakes are operating properly if this doesnt work try fitting a new switch you shouldn't need to adjust the pedal itself

you could buy a heavy spring and put it on your brake pedal to pull it up toward you or you can adjust the brake light switch that is on top of your brake pedal, there is usually a little adjustment room on it.

Depending on the car, you most likley need to change the spring that returns the pedal to the proper position. My old pick-up truck does the same thing, I just pull the pedal with my foot. I might get around to fixing it one of these days.

There is a switch mounted directly above the brake pedal arm. The switch is bad or the return spring is bad. Its usually the switch and you can do it yourself.
