If it is not a political map then it is probably blue as 3/4 of the planet is covered in water. But some maps don't show water but the ocean floor in grey or brown. Also it depends on the type of projection. The Earth is a globe and must be distorted in order to be projected onto a flat map. A very common projection is called a Mercator projection. This type of map may have white as the most common color as the polar areas are greatly exagerated. So the answer to your question is "why type of map and what type of projection method, Teacher?"

Since water covers 3/4 of the surface of the earth, and the univeral colour for water on maps is blue, I would say blue.

that would have to be blue as blue is the color used for water and oceans cover about 70% of the earths surface. Thats not counting seas, lakes, sounds, bays, rivers and other water areas.

If it's not a trick question it's a shade of blue.
But it of course depends on the map at hand.
If you have an elevation map for example it won't
be blue.
