if you want to buy a new cell phone outright, you can do that through your provider however it will cost you the full retail price of the phone. cell phones are offered at a discount if you sign a contract with a provider or some offer a discount after a certain amount of time into a contract or if you sign another contract.
any other dealer or individual you purchase a cell phone from, you actually do so at your own risk. some of these phones are refurbished and/or have been blocked from service because of unpaid bills/broken contracts/reported stolen.

this may not be considered reputable, but i bought my phone on ebay from a real company that sells phones. I had no problem and saved a lot of money. As long as you have a SIM card that's already been activated, you don't need to go through the phone company.

You can buy UNLOCKED phones from Amazon. Click on cell phones, then go to Unlocked phones. You can also buy direct from Motorola, Nokia, and Palm.
Either way, be aware, you'll be paying significantly more money than signing a year or two year contract.

sure. All of AT&T's phones are bought with out a freelance yet you will pay the completed retail cost of the phone. that's an really undesirable idea if you're planning on getting a freelance besides.
