Everyone east of Vancouver thinks we West Coasters are wimps and it is probably true but remember, we are totally unprepared for this. We haven't all stockpiled salt, shovels, warm clothes and snow tires for the once every five years we get hit. Our cities barely have snow plows. So your niece is correct, for Victoria the snow is very bad, up to two feet in places. I have to head back out to shovel the walk with my garden spade in my unlined gortex jacket and canvas sneakers.

If you are talking about victoria, BC, then no, not really, try northern ontario or quebec, even the prairies get more snow than victoria. she shouldn't whine about it, I would trade snow falls with her any day of the year.
