Ok, I was a cosmetologist for 5 1/2 years.....hopefully this helps.
I have smaller eyes so to make them look bigger I use my eyeliner only halfway across the upper and lower lids (to the middle of your pupil). I wouldn't use a dark eyeliner it tends to make eyes look smaller because they look heavy. If you are going to use a dark one apply a very thin line. As far as shadow goes, start with a base color (light) apply all over your lid, then choose a color that goes with your eyes and your outfit- just a little darker than the previous color, and apply to the lower half of the lid, smooth the edge upward with a spongue lightly. after that's done use another color that's slightly darker than the second color you chose and apply to the outside of your eyes in a triangle kinda like this > (but follow your eye's natural curve). then lightly smooth the edges of that with the spongue. As far as blush goes you don't want to choose a color that's too dark, and if it's too shimmery you will look like a little girl!! Now lipstick, I use a brown liner (here's a hint eye liner stays longer than lip liner) then go with a similar shade of lipstick and a little bit of gloss will help your lips look slightly bigger. Oh, and about concealer...I use my concealer before I apply my foundation. I apply it and let it dry for about 2 minutes and then smooth. I found for me that applying it before I put on my foundation made it stay longer and it didn't look like concealer.

I love love love makeup. I'm not the typical person who "needs makeup" or "over does it"..but its just a fun thing to do. So, I think you should just start to have fun in your spare time, and play with it. It doesnt hurt, and its always fun. I dont know your skin tone, so its hard to tell you what colors to start off with, but always use a group of great brushes. Preferably not the ones that come with the makeup..they may be "convenient" but they aren't always the best if you want a polished look, and timeless finish. I use all m.a.c. products for my concealer and powder, just cuz of the finish and coverage. If you go to the counter and ask them to do your face, and you like it, thats fine, but be sure to go home, and try to apply the items yourself, if they dont come out right, and you look "powdery" or too light or too dark, the whole day, go back, and get a different color. and that goes for all different kinds of makeup foundations. Now for eyeshadows, whatever is your preferance. I've never had a big thing for getting any definite eyeshadow, simply because, with the right brushes, any eyeshadow will blend the way you want it to. For lipsticks, since you're not to used to wearing any makeup, i'm assuming, you should just go for the sheer glossy look, it looks great on everyone. whatever you do..dont do BLACK LIPLINER. ugh, thats just disgusting. haha. anyways, just have fun with it. dont always get colors that are plain, go out on a limb sometimes. i'm sure you'll look great in anything.

Eye Shadow
Traditional eye shadow powders are very easy to use with small applicator brushes and foam pads. For a dimensional look, blend two colors of powder or one color of powder on top of a cream shadow base. if you have brown eyes, you can use hues like.. browns, pinks, anything Neutral and warm.. I would stay away from cool colors.. us brunettes just cant pull thsoe colors off sometimes.. and before you even Apply eyeshadow you should use an eyelid primer.. they have this product at any make-up counter in the dept stores and it is very cheap.. and it makes sure that your eyeshadow never fades.. and with Eyeshadow you always want to blend the colors toward your brow!!
Eyeliner
To really define your eyes, apply a thin line of eyeliner in black or brown, khaki, plum or navy. To properly apply the eyeliner pencil or liquid liner, gently pull the corner of your eye outward, forming a straight line along your lashes. Starting at the inside corner and working toward the outside, delicately trace a line with the pencil angled toward your lashes.
Be careful how much eyeliner you apply, as a little really does go a long way. For a dramatic look, thicker and darker is very acceptable. For a subtle definition, stick with a lighter application.
Mascara
you should always use an eye lash conditioner before you put on your mascara.. they also have this product at the make up counter.. it goes on white at first then you wait about 2 min for it to dry, then you apply your mascara and WOW it makes your eye lashes full, long, and lushes .. lol I LOVE this stuff... Choose the color you want to wear - black, brown or even navy blue. With so many options available, you can add a couple types of mascara to your collection and change your look as often as you like! navy blue may sound Blah to you at first, but it really deos look pretty on us brown eyes girls! applying two coats of mascara will give enough definition to lashes to really make a difference. Allow the first coat to dry before applying the second in an effort to prevent clumping

Well I am 100% sure that purple eye shadow brings out brown eyes. Your lipstick should be very light and almost sheer. You might want to try lip gloss instead.

if you have great skin, don't mess it up with foundation.
try bronzes, golds, and plums for your eyes.
don't do lipstick, it will look like you're trying to be too old. try a lipgloss with sheer color like the green tube at bath and body works.
blush is a hard thing, try making a fish face and applying it where your cheekbone sticks out.
