if your cell phone is EMS capable (enhanced message service) you could try sending a text message via email to your cell with the MID file attached. some cell phones will let you save the files and use them as ringtones. there'll probably be limitations based on file size and length.
using a USB cable is also going to require you to use some third party phone hacking software. neither the manufacturer or your provider is going to be able to support this and it's possible for you to damage the phone this way.
check with the manufacturer of your phone and/or your service provider.

Depends on your phone model. And if you have a USB cable for it.
