I think I see the irony of your query.

Members of the House of Representatives are called "Congressmen", because the House of Representatives is one half of Congress.

The other half of Congress is the United States Senate, but we NEVER refer to Senators as "Congressmen", do we?

So, why are only Representatives called Congressmen?
