In return for their stories they will have the option to take a small percentage of royalties or for their royalties to be donated to organisations that are dealing with the issues of the stories in the book. Would this be too complicated a thing to do please help i have no experience in either writing or publishing It's just an idea.

I think all short stories and the money for their srories sould be donated to a charity of the writers discretion. Ask on questions for people's short stories and start from there.

I think the first thing you should do is compare your book idea to other books out there similar to yours. Maybe one of the Chicken Soup books; this will give you an idea of what you might want your book to look like. Also it may help you think of ways to organize the stories you plan on writing or including in your book.

The second thing I recommend you to do is to buy a copy of Dan Poynter’s
Writing Nonfiction: Turning Thoughts into Books
This book has helped me with my current writing project and I recommend it to you. It talks about a lot of the stuff you should consider when trying to put a book together.

One thing I would like to say is you may not have to pay any one for the stories they give. Most of the time people having their name in a book is enough for them. When Authors get quotes from people they know they usually do not pay for the quote. The person who is quoted or in your case the story you use in your book allows a person to say hey did you pick up a copy of that book I am in it. I know in the business world having you name in a book about business only helps build your reputation.

Also it would be too costly to pay every one who gives you a story to use in your book. As an author it would be too costly for you to pay them because you only make about a $1 a book. If you self published your book you could make more money on the sales of your book. But it would still be hard for you to pay all the people who gave you stories to use in your book.

Some publishers do this as a contest, say in your case, a short story contest. There is a fee to enter and the winner gets a monetary prize. There is extra cash left over to cover some of your publishing costs.

I think you need to speak to a literary agent. You might start looking via a Writer's Guild.
