Davy P is correct. Every action has an equal and opposite reaction. By throwing the bag forward, he would push himself backwards. If the ice is truly frictionless, he would keep sliding until he hit the shore, assuming that air friction didn't stop him first.

Probably the weigth of the gold coins didnt allow the man to pull himself from the ice, wisely was tto leave behind the gold (weight) and try to use his own power to leave the lake

Linear momentum is conserved, which is Newton's third law, iirc. Since the man is "stuck", the linear momentum is zero. If the man had placed the gold on the ice and pushed it away, he would have moved backwards to keep the total linear momentum equal to zero.
