Yes it is possible for a girl to have an Adam's apple. It is perfectly normal, however it is more common in men than in women.
People who say that it is not normal are just demonstrating their ignorance and cruelty.

The "Adam's apple" is just a slight projection at the front of the throat formed by the largest cartilage of the larynx, which is usually BUT NOT ALWAYS more prominent in men than in women.

Adam's apple usually develops in response to male hormones (testosterone and such) around puberty. A girl could develop one if she had testosterone in her, due to a hormone imbalance or due to use of steroids for sports. The Adam's apple is related to a deep voice -- is her voice deep? Do you suspect she might be abusing steroids? In any case, it is possible to get a surgery to remove Adam's apple and to make the voice higher -- this surgery is routinely performed on transsexuals who are changing sex from male to female.
