It all depends on your personal preference. Video game quality can be measured by replay value, overall game design and the hook to get you into the game to begin with.
Trying to pick one is pointless, try out one of the following and decide for yourself:
Tetris - Simple, yet endlessly entertaining
Chrono Trigger - A truly enveloping RPG from the SNES
Rez - A music based game for the PS2 unlike any other
Resident Evil 2 (or 4) - The best horror genre and the two best of the series.
The Legend of Zelda: The Ocarina of Time - Adventure gaming at its finest.
Half-Life 2 - An incredible shooter with unique aspects through and through.
Also check out Super Mario 64, Starcraft, Super Smash Brothers Melee and Yar's Revenge. I'm a sucker for Yar's Revenge.

It'd have to be Archon.
Archon is a chess-like game that was popular in the 1980s on the Atari 8-bit computers, Commodore 64, NES and for the PC.
The goal is to have your pieces on all 5 power points in the game, or kill all the enemy pieces. It's played on a chess board, but instead of the pieces just taking the piece they land on, they are thrust into a battle arena where either could win.
There was a lot of strategy involved in choosing which pieces to place into combat with the opponent, and in what places, because each piece had it's own special abilities and combat characteristics, and because certain squares were more advantageous for one side or another. In addition, the queen or king-like piece had a few limited spells to cast, like reviving a piece or teleporting a piece across the board, and each spell could only be used once.
If you ever have a chance to play it, I highly recommend it! It's worth buying one of those old systems just to play this game.

I have though about this question long and hard and ultimately it is not a question that can be answered by someone who has an objective personality.
But clearly the best game ever is GTA : San Andreas with 99.9% of votes.

1.. DDR is not a Game its a Dance Simulator.. they don't count. ( and don't say it is cause you get points cause that means nothing. you get points in the Sims 2 and thats a Life simulator )
2.It is really hard to answer a question like that due to the Mass amounts of Fanboys. There'll be Tons of people who say FFVII is the best game. then The Zelda Fanboys with Orcarina of Time. The best Games have to be the ones with the good story line. Yea theres games that look great but the game play sucks. I say the best games are the Ones with Good Plots. yes Orcarina of time was good but i wouldnt consider it the best game ever. Same with FFVII

I am old school...and although new games are good...the oldies are still classics and stand the test of time. Just like an old Classic Movie like Miracle on 34th Street or It's a Wonderful Life.
Pitfall!!!!! Spawned a new version, with the old version in it! How cool is that? Speaks a lot about how the past of games and present are intertwined.
