is it the best way to set up a router... using a laptop and ethernet cable and inputting the settings directly into the router

yes. if the router is a linksys then all you have to do is open internet explorer and type in 192.168.1.1 in the address bar once it is powered on and the network cable is connected to the back of the computer and then enter the username and passoword which for linksys the default is no username but the password is admin. doesnt matter if your using a laptop or desktop pc. to config the router. and i would report that other person.
