You need to start by researching laws about prostitution and researching the history of it. You need to understand why it is illegal in most states and understand why it is legal in Nevada. The issue with your topic is that it already is illegal -- it's very unlikely that it's going to stop, even where it is illegal. You need to be realistic and acknowledge the facts before you can create a plan to overcome what many others have tried to do and failed.
The definition of insanity is doing the same thing over and over again, and expecting a different result.

I don't believe it is possible to stop it altogether, there are too many girls who believe it is an easy way to make money that doesn't require too much of them (at least mentally speaking). However, the majority of the girls who are there wound up there because of a bad situation at home. Often abusive parents drive away children before they are ready for the real world. The girl then goes into prostitution to support herself. Sometimes it is a lack of education, and unable to get a job better than McDonalds.
In essence, we definitely need to work on our parenting skills as a whole. Children need discipline, but we must be careful not to overdo it or we will drive them away. Children more than anything else need to feel wanted; then even if you discipline them and partially because you discipline them they will trust that you are doing it for their benefit. That more than anything else is needed, especially by our fathers. Too often they leave, and too often those that stay just ignore their children. Give them a new toy (which includes cell phones and cars when they get older)and send them out so they aren't bothering us anymore. Eventually the kid gets the idea that they aren't wanted, then they leave before they are ready for the world. Prostitution is often their last ditch attempt to save themselves from hunger when they have no other recourse. We as parents must provide that recourse in a stable home life and a proper education.

Why would you want to stop it is really the question.
There is no way you'll be able to stop it. It's the world's oldest profession and it will be here forever. Countries should legalize it and make some tax money from it.

Alleviate poverty and provide education. People wouldn't be forced into prostitution if they didn't need the money and had good jobs...

It's impossible to stop unless you devote so many resources to the problem, that other needy areas suffer from the lack of attention.
