run a hot wire(electric wire) around the inside of your fence close to the ground. Depending on your dogs size I'd put it a few inches above the ground. High enough that she would touch it trying to get through a hole and low enough that she would touch it trying to dig. You don't want it strong, just a tinny little shock. It's completely safe, and will definatly keep her from escaping. And after she gets shocked a few times you won't even need to turn it on anymore.

lay fence on the ground at the perimeter and cover it ( go back 24" ) and use chicken wire or hardware cloth to reinforce your fence at the base ( height depending on the dog )

if you can afford it get a newer stronger fence ( chain link ) another solution is to only fence in a portion of the yard ( a dog run ) or attach a chain to a suspended cable so your dog is chained but still has mobility ( do this at ground level using stakes a few inches tall so that the chain doesn't tangle - keep away from trees and shrubs )
