The highest speed limit is 70mph and my dad never exceeds that. So why does it go that high?

the car is made to go as fast as it can,I've seen speedometers with 180mph on them,the laws (70mph) are to restrict (stop) you going as fast for safty reasons.most people can hardly handle going 30mph,that why most accidents take place when people are in congested traffic going slow.

probably because its got a small engine and/or is reasonably old.

A decent car, even a 2 litre should be able to get up to about 140.

The thing with the speed limit is an ongoing debate with politicians and road user groups. Seems daft that on an open motorway with no other traffic you can't go at full pelt. Take Germany for example, self regulation seems to work for them.

./..well actually if the speedometer only goes to 120 then that car probably only has a top speed of about 95.

but the extra speed is there incase of emergencies incase you need to overtake or pull away quicker
the side effect of a car having more power for acceleration is that it will also have a higher top speed

... also what if the speed limit changes say to 80 or 90.... or you want to drive the autobahns... or you want to use the car for track racing/rallying etc.

Speedometers are just a simple gage to tell you how fast your going and to track your mileage. that's it. that's all it does. It has nothing to do with how fast the car will go. imagine not having a speedometer. when the cop pulls you over and asks "do you know how fast you where going?" you would have no idea what to tell him. so why worry about why the speedometer has 120 on it. its how it was designed and what they put in.

some of the new buicks go to 140...although the car shuts off way before that they did it on those cars because you can switch it to kmph and a 120 klicks is only like 85 mph...thats one good reason i can give you

on some cars the speedometer is manf for other cars with bigger motors.
