I kinda have a feeling where this is going. You're interested in hard bags so that you can leave stuff locked in them, as opposed to having leather bags that are vulnerable to surreptitious entry. You've gone to Honda, and all they offer is a leather saddlebag option...no lock.
Givi is the leading manufacturer of after-market hard luggage, and has an awesome mono-lock system that allows easy-on/easy-off and single-key operation of tankbag, saddlebag, and topcase luggage. But here's the catch...they're pretty focused on sport bikes, and standard bikes. Do they have an option specifically for the Honda VTX? No.
Well...you do have options. First, back to Givi. They offer one "cruiser" model; the E21 CRUISER MONOKEY case is your best bet if you like their monokey design. Fitment to a honda, however, may require some customization. And painting to match is your job.
Champion offers some hardcase options too, and I believe offers options for the Hondas. They do offer a colormatching service.
Also, you do have some softbag options that do lock. www.bossbags.com has some simple padlockable soft leather bags, and again, I think they do have an option for your VTX.
The last recommendation is for the Corbin line of bags. These have a terrific fit and finish when installed on your bike. They are painted to match factory paint, and are very cool. http://www.corbin.com/honda/vtx1300bags.shtml.

go to www.denniskirk.com I think they have some. I had some Tour Master soft bags for 12 years and they were awesome

You nearest honda dealer or ebay, I purchased mine from the dealer that way I was able to bring each one out and size them up.
