Seems like every night there is another gang member getting shot, usually real early in the morning, I don't get it. Why not go to someones house, and chill out in the basement?

Part of their "charisma" is in being seen. Chilling in somebody's basement doesn't get them out where they can be seen and, presumably, feared.
Another part of the "charisma" is the need to appear fearless. What better way to do that then to stand out in the open and invite rival gangs to take potshots at them? Out in the open is where it's at to these jerks. In-your-face is what they want to do. It is a staking out of territory, a defining of boundaries.
Plus, when you're a young punk, you are immortal in your own mind.
I wonder how they would handle a town with traffic circles instead of street corners??

gangsters are some of the dumbest mofo's ever. they hang on street corners cause they wanna be seen as the alpha male. that is why one gang member will fight another for a girl. truth be told gang members don't really sell that much drugs because they are too stupid to move it and too stupid to keep quite about it. that is why they are always on the news getting arrested.

Stupidity, high visibility, can't sell drugs to pagers in the basement, the street girls won't be able to hit on them, they can't show off their bling-bling, it's their turf, Lot's of reasons why.

Because its ignorance they are in a gang um excuse me how smart could they be. Well I don't get it neither but hey its their lives they are risking not mine so whateve.
