I believe that it is a government guideline rather than statute law. Therefore they are not under obligation to follow it but do so as any responsible retailer would. As such they do not need to advertise it.
Although most of the supermarkets I go to do so quite openly.

you must be a trader .who wants to go into a supermarket and buy in bulk ,then sell it more expensively in your own store huh

yeah although I dont see any point in that.

I would like to know how do they enforce it anyway ... one can always go to a different cashier over and over ...

i didn't know that supermarkets limited the amount of alcohol and ciggies you could buy??
