Anime style definitely. The eyes are a big give away. Anime is notorious for big sparkly eyes : D The small nose and mouth are also animeish characteristics.

ANIME is when the picture is moving and you get viualisations of a cartoon moving.
MANGA is when you just have a picture. Shonen Jump is a Manga Magazine. Also Shojo Beat. When its on television and its moving, you have Anime.

It looks pretty anime style. The girl has big eyes, small nose and mouth, and the hair looks anime. So I'd say yes.

Being an anime fan....probably yes. wierd hair (ok not that wierd), big eyes, unique but cute, yup. i've seen worse!
