I would say 'false' on two accounts. First, a tax is something you are compelled to pay to the government. Lotteries are voluntary, so they are not a tax. Second, a progressive tax is levied at a higher percentage rate on wealthy individuals than on those less well off. Statistics seem to indicate that those in high income brackets play the lottery less than those in low income brackets. As an example, see the demographic data for the New Hampshire lottery in the link provided. I highly doubt that the typical person making $200,000 annually buys more than ten times the lottery tickets that someone making $20,000 annually does.

No, the government should get what is coming to them but I don't believe in taxing one person a higher percentage of their income than another just because that person made more money The first thing a person who wins the lottery should do is talk to some financial people to find out the best way to pay the minimum taxes and how best to take advantage of their winnings. Personally I would take the money over time, invest all of it and live off of 75% of the earnings and reinvest the rest of the earnings

I like the idea that state lotteries are a tax on the mathematically inept. I f you were to use your maths to work out the odds against your winning, you wouldn't waste your money.
As to tax being an obligation to your government and the purchase of lottery tickets being voluntary, what about VAT and sales taxes? Are they voluntary or obligatory?
