I'm looking for a simple paint program with one main feature. That feature would be the ability to draw colors but with a transparent affect, so you can kind of see through the colors. Or a feature where you can have different "layers" of data. Say, one for colors and the second layer for a map.

Macromedia Fireworks, Adobe Photoshop and Corel Draw allow you to set the opacity at any level, which will give you the effect you're speaking of.

The best free program I can think of is the GIMP, http://www.gimp.org
Commercial programs can be Adobe Photoshop, http://www.adobe.com/products/photoshop/ or Corel Paintshop Pro (as mentioned before, it is also cheaper than Photoshop), http://www.corel.com/servlet/Satellite?c=Product_C1&cid=1155872554948&lc=en&pagename=CorelCom%2FLayout

if it is for personal use ...

i do NOT support piracy or stealing information that should already be free... but google search dc++ install it and find a hub that has photoshop cs...with a crack

or look on torrents for photoshop after downloading ABC bit torrent client...

educational purposes only... i do NOT support piracy even tho information should be free and sharing is caring...

You could use

Adobe Photoshop (expensive)
or
Corel PaintShop Pro (not as expensive as Adobe)
