the octopus....because even if the spider were to inject him with poison and rip off his head, his tentacle could still move on its own!

The octopus: Venom would not be a factor in an arm wrestling competition so the octopus would a have distinct advantage in the areas of:
1) grip (suckers)
2) flexibilty (spongy yet strong cartilage)
3) intelligence (smart as a house dog)
4) leverage (other suckers anchoring down)
5) strength (superior muscle mass and muscles would be even more effective if on land, without the normal resistance of the water)
6) endurance ( spiders lack lungs and the capacity to process oxygen in the blood quickly enough to be effective for long term combat)
7) environment (The octopus could survive on land long enough to compete where as the spider would drown quickly in water)
It's octopus hands down.

The key to this answer is that the two animals are the same size in this example. A spider as much more strength in relation to its own body size than an octopus. If you enlarge a spider to be about 6 feet long, you would have an animal that can lift a truck. 6 foot octopuses exist, and they certainly are not strong enough to lift anything close to a truck.

The octopus,

Spiders have no muscle, or not much at least. their legs are made out of the same stuff the outer skeleton is, ( I don't know scientific terms)

Octopus's are pure muscles.

Oh lookie there dave h did all the scientifics for me, thank you.

I think it would be the octopus because he could ink the spider in the eyes, then use his suction cups as grips to take the spider down.

I think it would be the octopus. Here's why: it seems like a spider has such thin, spindly legs in comparison to an octopus' muscle legs.

Definitely the octopus.

The spider would, only because he'd cheat and bite/infect the octopus as they get started.

octopus - the spiders exoskeleton limits oxygen flow to the muscle as the surface are to total volume ratio increases. Hence insects, spiders and crustaceans are all "small" creatures.
