I'm tired of "black" eye pencils that show up as grayish... or twist-up liners with blunt edges and no precision!

Have you tried a liquid liner? Maybelline makes some nice waterproof black liners that work well and will give you a nice, inky black line.

For pencils, again, I've had great luck with Maybelline's Unstoppable liner. (Since I throw eyeliners and mascaras away every 6-8 weeks, I don't spend a lot of money on them).

If your liner is looking a little lighter than it used to, make sure you wipe all the foundation/eyeshadow residue off it before lining. I use a tissue and hold the point between my fingers for a couple seconds. It gets any foundation off it (which makes the pencil go on a little darker), and it also softens the point and makes it easier to line my eyes.

Clinique has a VERY BLACK eyeliner that is definitely black - they have black and then they have this "very black" and you can really see the difference. It is a twist-up version, but it stays quite pointed and precise.

You will have to go with a higher quality pencil then. Try MAC or Too Faced. They have really good colors and pencils.
