Range would be the set of values for f(x)
Domain would be the set of values for x

So they want you to take your equation...
f(x) = 4x - 9

...and set the value of f(x) to -5:
-5 = 4x - 9

Now you need to solve for x as follows:

Add 9 to both sides:
4x = -5 + 9

Simplify:
4x = 4

Divide both sides by 4:
x = 1

x = 1, f(x) = -5

So your ordered pair is (1, -5)
