The answer is not as simple as it should be. Offensively they have alot of talent and the future looks very bright. But the most underrated players on the field, Offensive Lineman, are also the most critical to a potent offense, and Arizona's O-line is horrible. They are the worst front 5 in the NFL (Houston comes close though). You can't put all the blame on the O line though because their defense and special teams play is just as bad. Another reason why this team is always "sucking" is because every year they go out and land big contracts and basically set themselves up for failure. When you have big expectations you have alot of pressure and when you start losing it adds to that pressure and this is a very young team. I almost positive that Dennis Green will be gone at the end of this year and that will put this team back at page 1. I believe that next year they will have a better record, maybe 6-10 or maybe even 8-8. Like i said the future is bright, and from this point, there is no where to go but up.

The biggest reason today is the offensive line. Even Edge can't help that. The defense has been decent at times. They have two incredible WRs.
Poor line play is the single constant through the bad years in Arizona.
They don't need the first pick. They would trade down from it anyway, hopefully to get line help and some DBs. Troy Smith will probably go to a team that needs a QB, like Cleveland.

They have a lot of talent on offense and a fair amount on D-fence. However they have lost confidence in Green. If I was the Bidwell family I would give him the boot now. However that costs money so he will probably still be coaching the Cards next season

They have pretty much always been a bad team. They showed a little life when Plummer was there and at least got them in a wild card playoff spot but thats about it....Plus they have a horrible owner.

because they have no run game. Duh.
Look at sundays game. Leinart 400 yards 1 td 1int. reasonable stats for your rookie QB i think.
run game 6 rushes(all game) for 17 yards. Can you say weak!
