I have no experience with websites but want to create one. The most important aspect will be the forum. I am looking for basically an out-of-the-box package -- a pre-designed -- click-and-drag type thing. I want something very easy to use but professional looking, and am willing to pay (just not too much!).

I have looked at Homestead (which looks easy, but doesn't seem to have any forums) and bravenet, which seems like it would meet my needs.

Any thoughts on where I can find what I am looking for? Any experiences with Bravenet or similar services?

forums are usualy php - there are plenty of scripts available for download - the trick is to find a free webhosting company that supports php.

The other alternative is to use a remotely hosted one - yahoo do one were you set up your own group
