To protect the patients and consumers they serve. Would you want an unauthorized doctor cutting you open? The state mandates that people in these fields must meet certain standards set by the state/federal government. This protects us as consumers by making sure lawyers are actually lawyers an d doctors are doctors, not just some guys off the street pretending they know what they are doing.

Licensing is a way of ensuring that lawyers are accountable. It makes them accountable for knowing AND maintaining a standard level of services. It's a legitmacy issue too. Government, better courts, are a vital component in upholding basic constitutional rights in America. Otherwise, you have chaos--which makes us uncivilized.

Because someone that doesn't know what they are doing as either can make a bad situation totally uncorrectible, and a layperson has no real way to tell who knows what they are doing and who doesn't.

Would YOU want to put your fate in the hands of someone who might be incompetent? This provides some assurance that they know what they're doing.
