if you are not Japanese, I think it is near impossible. I've known of adults adopting adults after knowing the person for a long time and under mutual agreement. that is how difficult it is!
the next suggestion would be asking the Japanese embassy in your area.

Your question is v strange.
But aside from that--it's pretty much impossible for a foreigner to adopt a Japanese child.
For a Japanese family to give up a child listed on the family register is a disgrace. So even if the child has mental, physical, or emotional disablities the family would rather the child be in an institution than be adopted. If the parent(s) were not able to care for the child they'd rather have the child in a home than give the child up for adoption.
And I think there are far fewer cases of unwed mothers bc abortion does not carry the stigma that it does in the US.

16 year old people are NOT old enough to 'want to adopt' when they get older - and fixating on a child from one particular country is unrealistic.

If you're a male, I wonder why you'd want a girl specifically ...
If you're female, I wonder why you want to adopt someone else's child without experiencing having a child of your own ... but maybe you have health issues that make that impossible.

Anyway, as others have said, you'll NEVER be able to adopt a Japanese child. IF there are children available for adoption, Japanese couples will be the ones who adopt them. Japan is not a multicultural country like America, and it would be abnormal for the government to allow a foreigner to take away a Japanese child.

Of course, as in ALL 'civilised' countries, it might be easier to 'adopt' a child with severe disabilities. But I doubt if you're dreaming of pushing a retarded girl around in a wheelchair, or of walking along holding the hand of a child with Down's syndrome.

Chinese girls used to be easier to adopt - although even THEY are tightening the rules these days. But in Chinese culture - with it's one child policy - girls are sometimes not wanted. In Japanese culture, girls are loved and cherished. It's not the same situation at all.

I know you should never say never... but ...
It is 'very unlikley' that you will be able to do this.
The Japanese have an aging and 'greying' race which means that there are not many children being born.
They dont have enough youth to keep the country going at this rate, let alone adopt them out to other countries.
I know many many many! japanese familes who are either sick(as in reproductive issues), or (the usual) got married late that now they cannot have children of their own, and they are trying their hardest to adopt children, without luck. It is virtually impossible.
I feel really sorry for these people too because they would all make great parents.
But I hate to say never... so... good luck :)

Yeah! Twikfat is right. You might concider looking into to adopting a child from another Asian country. Chinese and Thai babbies are much easier to adopt.
