Name of a movie in the 80's that had little tiny space like robots that helped rebuild apartment for the poor

In the 80 about the same time Short Circuit come out was another move I cant think of the name of it but in the movie There was some little tiny space like robots that come down and were very friendly and there was some apartments that the elderly people lived in that were commened and were being torn down and were torn down and the little tiny space robots rebuilt them back and there was a black man and a white woman that played in this movie and one of the little robots was crushed and the Black man repaired it and they become friends and the little space robots rebuilt the apartments and they were being torn down. It come out in the 80's about the same time as Short Circuit. Can anyone remember the name of this movie. The little space robots could walk and talk and were tiny little things.

The tenants are reluctant to move, so the developers hire a local gang to 'persuade' them to leave. Fortunately, visiting alien mechanical life-forms come to town. When they befriend the tenants, the aliens use their extraterrestrial abilities to defeat the developers.
