Most likely what folks who say this are talking about is the Mortgage Credit Certificate Program (MCC).

Sure, they used to do it in DC and it was very successful! Check with your local housing authority to see if this is in effect where you are thinking of buying--- don't take your realtor's word for it! If you do get the tax credit, it will come on your next year's income tax refund. Not every city/county/jurisdiction offers this, though.
