This is a charity or "semi-postal" stamp that sells for more than its postal value. The tricky part is that the selling price has changed repeatedly since the stamp was issued eight years ago. I believe the stamp initially sold for 40c and had a postal value of 33 cents. Each time the rate went up (34,37,39) the postal value of the stamp also went up, and when the first-class rate went to 37c, the selling price went to 45c, where it remains.

Now here's the bizarre part. In theory, if you bought the stamp when the rate was, say, 34c, now you are supposed to put an extra 5c in postage on the letter to make up the 39c rate. There is, however, no way for a postal employee to know when you bought the stamp - indeed, you probably wouldn't remember that yourself! So in practice the stamp is now worth 39c, soon to go to 42c when the rate increases again (probably May).

I'd guess that the opposite Semi-Postal stamps aren't being regarded. There may be the Heroes Stamp and the household Violence Stamp out there as well. Without doubt, any national crew that does fund raising can petition to be integrated in a Semi Postal stamp through the Stamp Advisory Board. But, don't you in finding it a bit of curious that there has not been an MDA stamp or purple go stamp already? The Breast cancer stamp has been around for what, about 7 years now?
