can somebody tell me, why a country cam still have a low birth rate and death rates yet still have an expanding population

A country's population can grow because of immigration as well as from the change of birth and death rates. Canada, for example, has very low birth and death rates, but it is growing as large numbers of people move there from around the world.

low death rates will boost the country's population.
and also
immigrants also expand the population

If the birth rate is still higher than 'replacement' levels. ie Not many people are getting born, but the life expectancy is very high.
