You mean, you want to *enable* it?
It has probably beed disabled by a virus (Brontok, maybe) - just like the Task Manager. Running an anti-virus program is likely to remove the virus - but less likely to fix this side-effect of it. You'll probably have to do it yourself. Proceed like this:
1) Open a Command Prompt - it's probably in the Start menu, All Programs/Accessories.
2) At the prompt, type the following:
%windir%\system32\gpedit.msc
3) The Group Policy Editor will start. In it, navigate to
User Config\Admin Templates\system\Prevent Access to Registry Editing Tools
and change it to "Not Configured", if it is not already set like this.
4) Navigate to
User Configuration\Administrative Templates\Start Menu & Taskbar\Disable Task Manager
and change it to "Not Configured".
5) Finally, navigate to
User Configuration\Administrative Templates\Start Menu & Taskbar\Remove Run menu from Start menu
and change it to "Not Configured" too.
6) Close the Policy Editor and the Command Prompt windows. This should fix your problem.

How long ago did this happen? A couple of days, a couple of weeks? If it's days, do a system restore back to the a day or two before all this started, if you can pinpoint the date. Click on Start, Programs, Accessories, System Tools, System Restore. This will restore the system settings to what they were before all the trouble started, and if it is a virus or spyware, it will remove it.
This will also remove anything you have downloaded or done since the date of restore, so if you have documents you have revised, you need to copy them off to a floppy or CD because restore will remove the changes.
When you say messenger was infected, do you mean the messenger you see in WinXP SP2? Have you disabled that? To disable Messenger in WinXP, click on Start, Settings, Control Panel, Add/Remove Programs, and on the left side of the Add/Remove, click on Add/Remove Windows Components. Find Messenger, and disable it. Close all the windows and restart your computer.
I also suspect a virus. You can download Avast from here: http://www.download-avast.com/en/, install and run it. Avast updates daily, to keep up with all the viruses out there floating around.
If you do the system restore first and it restores your computer, fine. Then get Avast. Get SpyBot and Ad-Aware from Download.com, install both, run them and keep them up to date.

I suggest that you try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html
The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at

Ran in to this problem my self, not easy fix.
Try running scans in safe mode using spy-bot search and destroy and ad aware. I would also run virus scans using what ever you use with the latest virus definitions installed. You could also try trend micros web site to run free on line virus and spy ware scans.
Just remember to run scans in safe mode (with networking if you are going to do on line scans)
Sounds like spy sheriff, nasty piece of Malware.

This makes no sense to me. Most problems can be solved with a reformat. I keep important files on a USB HD for situations like this, I reformat twice a month worry free!!
Theres programs like WGP [WinGuardPro] to lock out features!!
