I will take my time and look for the person that really needs it more. A person whose life and happiness may depend on it. A single Mother on the vague of loosing her job, with a job or being evicted from her home as a result of non payment of rent. She can also use it to pay school fees for her kids.

I would give it anonymously in the form of a cashiers/bank check made out to Cash and leave it up to the recipient to decide how to use it.
I would choose the recipient carefully, but randomly.
