Somewhere in that age range is the time when a child's brain has formed enough synapses to reliably store long-term memories. The brain isn't fully developed at birth, and continues to grow and change well into puberty.
It's EXTEMELY RARE for anyone to have actual memories before 2 years of age. Many people think they remember things before that, but it's been found that what they really remember are things that other people told them about their early years when they were old enough to actually remember, and they don't have actual memories of events before 2 years old.

Heavy question. It mostly stems from the fact that before 3 or so, you're not completely cognitive of your outside world. You are more reacting to stimulus as opposed to classifying and identifying objects and people. As our brains develop for those first two years, we begin forming the capacity in our brains to have memories, that is, after about two years it is a human thing to do to develop a memory core. That's a pretty broad explanation, the wiki article cited gives a whole TON of info, and it's pretty scientifically sound and deep.

Because by age three, you can understand many words and associate experiences with them. Words allow you to think about the experience. If the experience is significant, you think about it more frequently and, thus, ingrain it into long term memory.

Well I would think that it is probably a combination of physical and mental devolpment in conjuction with the simple fact that until then...you just don't have anything interesting to remember!?

almost dying in my grandmothers car
she left me in th car when i was 5 and it was a really hot day (like maybe 95 degrees) and i was locked in the car and finally my mom found me, i dont talk to my grandmother because she never wanted to spend time with me and my sisters and she just stop calling and stop comming over =(

we were too young to consciously remember but my minister says we all have a blackbox that records the first three years...airplanes imitate it and record crashes
