on a server using server 2003xp can i find out if a user has accessed a web page if I know the time/date?

You can look in the IIS logs, which are typically located under c:\windows\system32\LogFiles

Of course, unless you have extended logging turned on, you'd have to match up IP address of the user, since it would not strictly speaking show the page hits user by user.
