I always like to reevaluate my plans. I try to think of my commitment and investment in the plan: time, money, effort. Also I think can I modify the plan to get past the obstacles that is in the way. It sounds like you are at that step. Of course you can do this anyway you want. I always weigh the commitment I have made to others. If I have a contract or agreement with others involved. I think I need to seek a way out with them if they were involved in the effort or the outcome or I have made an agreement with them. Seek advice from someone you trust or someone who will speak candidly about a very similar situation they were in and gain their perspective. In the end it will be your decision and your consequences weigh them out carefully.
The best thing you can do is to do what you are doing. Question your self is this working? Should I quit, modify, or just stop working this plan. Remember your goals and how will you accomplish them without this plan. Ask your self can I give up this goal, or wait, or get it another way? The responsibility will always be yours when to quit. Add to your knowledge to help yourself make the best decision for yourself. It can help or hurt if you rely on others.

Before tackling anything, you should have several plans of attack in mind. When/if Plan A is discovered not to be working, that is the time to go to Plan B. When/if Plan B fails, head for Plan C. After you've gone through all your plans of attack and nothing is working, that's the time to scrap the idea completely.

Dont "quit" the plan, but change your strategy. Its always ok to have a plan, but make sure it can evolve if unforseen circumstances come around.
