Put straight ammonia in a spray bottle and spray the area. After a few days do it again. If the area is really big try a hose end sprayer but make sure you keep the dilution to a minimum. I have also heard you can make up a solution of cayenne pepper for the hose sprayer. There is also a commercial product available that is made of animal urine. It comes in a powder or granule form and might work well in your gravel.

I'm surprised the cats are interested in your gravel, it must be really soft. The ammonia idea is a good one, I also discourage my dogs from digging in areas by dusting them with cayenne pepper, but you have to keep reapplying it. Cats also don't like citrus, so chopped citrus peel scattered over the area might help. If it's an established behavior, it will be harder at first because you have to break the behavior pattern.
You could also consider rigging one of those motion sensor squirters. Use it for a period of weeks to break the pattern, then periodically if the cats some back. I've seen these at garden centers.

You can try a slingshot and rubber erasers, but, if you think that's too cruel, wash your driveway with strong ammonia.
