I need to build a wooden observation tower so that buyers of my condominiums can see the view they will have from their first floor and second floor balconies. The tower therefore needs to have two platforms, one at first floor level (5 feet above the ground) and one at second floor level (15 feet above the ground). I do not think the city will give you a permit to build such a thing so the cost is a mute point
