I don't agree with the person who claims to be a farrier. A mini does NOT need an acre of land, and horses and ponies (minis too) shoudl never be tied out on a line. Tied overhead on a run line or picket line where they cannot get a leg over the lead, yes; tied where they can get tangled and break a leg, NO!
A mini needs room to run and a small shed to get out of the weather. Some can founder from overgrazing green grass, and some can get impaction colic from too much hay. My friend who owne several minis gives them a flake each a day; I own a large mini/Shetland who grazes free choice and eats hay free choice with my larger horses. It DEPENDS on the mini, and how small it is. Usually the smaller, the more apt they are to get ill.
A double handful of grain or feed a day usually is sufficient, but again - depends on the animal.
Deworming every couple of months should only cost about $5 to $12, depending upon which deworming paste you use. Ivermectin one time, a combination dewormer the next.
And our farrier charges only $20 per horse to trim. Trim every six weeks.
A mineral block for a mini should last a long, long time - $7 average.
As long as your dogs don't chase the mini and the mini doesn't kick the dogs, they should get along. I'd have a separate area for the mini anyway even if you do allow them to play together.
I'd suggest a gelding, which will make a better pet. And they can cost anywhere from $300 to thousands, but unless you are showing or breeding, I'd look at the lower end. Try horse rescues, too.

Well space first. You should have at least an acre. Even if only part is fenced and she can graze out on a tied line. Basically any litte shed or stall will work. 6' x 8' or a little larger so you can get into it and move around. They'll need very little if any grain so maybe a $10 bag for two months or longer. Depending on how much grass, 2 bales of grassy hay a week in winter (less in summer) maybe $30 a month probably less. Shots once a year depend on your vet you could look into giving shots yourself for less but it'll need an occassional checkup. Some need a dentist once a year, you'll know if it's dropping lots of food or losing weight. Deworming every two months about $90 a year. Farrier for hooftrimming every 6-10 weeks depending on how quickly it'd feet grow $20-$30 a trim.
They tend to be easy to keep. One of the biggest concerns is over eating they can make themselves extremely sick, or damage their feet. They are usually bossy but very smart they'll do whatever you let them get away with. Some will get along with dogs a lot of them will chase them and pick them up and throw them some try to stomp them if they're small dogs. Just be very careful when you introduce them. They might play and have a blast depends on the pony.
Cost for an animal can be anywhere from free to thousands. Expect to pay $500-$800 and don't feel you have to get the first one you see. Any other questions feel free to email.

Tying out is a suggestion if there's not a lot of grazing. I have several clients who've never had a problem. While accidents do happen tied you can take steps to make it quite safe. I've seen plenty of accidents if fences and and with items inside the fence too. I couldn't remember the price of wormer I don't pay for mine. I've seen far too many foundered and ill ponies and mini's I just err on the side of caution. If they have plenty of grazing most don't require grain, base it on the animal, naturally. I figured estimating the high side will give a better view if an animal is good for someone. I know one who only gets a couple hay cubes as a treat no hay needed, no grain he's fat healthy and used for driving.
