I have small-ish but not very small eyes, this is what I do
I use both black mascara and black eyeliner.
I actually put on a fair amount of mascara on my top eyelashes, making sure I'm sweeping the brush outwards from my nose to try and elongate the eyes as much as possible
Then I apply black eyeliner across the top lid, extending the line a little beyond the corner of the eye to elongate further
Then, I also sometimes apply eyeliner underneath the eye, but only really on the outside edge of the eyelid, not on the part that actually touches the eye.

A mink brown would be a good choice for you; it makes the blue of your eyes "pop". Just make sure the shadow isn't too dark; this can work against you and make your eyes look smaller.
Since you have eyes that are on the smaller side, I would recommend not lining your eyes; this *emphasizes* your eyes, but actually makes them look smaller. As an alternative, pick a dark brown or black shadow and smudge it under your lower lashes and in the outer crease of your eye.
Another trick to use is to swipe a lighter, shimmery shadow down the center of your lid; this is similar to a trick used to make lips look bigger/fuller and it really does work wonders. Also dot this shadow in the corner of your eye (closest to your nose) to appear more bright-eyed.
Finally, use an eyelash curler and a lengthening mascara to open your eyes up.

Eyeliner is a good trick here - use a dark kohl(brown usually better with blue eyes unless hair is dark) to outline the outside corner of your eye both on top lid and bottom lid, then line the inner eyelid with white eyeliner. this opens your eye up and the dark at the outer corner only helps to define the shape. get a really good eyebrow shape and keep it up - you'd be shocked to see the difference this can make not only to your eyes but your whole face. and finally with eye makeup, use light neutral colours in beiges, browns and bronzes as a strong or dark colour will make your eyes look even smaller than they are. the simpler the eyeshadow the better - a sweep of a matt gold over the entire lid with a little brown in the outside corner of the creaase of your eyelid will define shape but will not close the eye. experiment with different colours and styles but this is a good basic way to open the eye and make it look larger.

Do not wear blue eyeshadow since your eyes are already blue and don't wear a lot of mascara or eyeliner. Both will make your eyes appear smaller. Other than that, I say the sky is the limit with what you can and should wear. Just don't do overboard caking it on your eyes. Keeping it natural looking always works well. Have fun with your makeup, that is what is most important.

use a light pencil on the outer third of the bottom lid extending outwards use a short stroke to join this line to the upper lash line then smudge
use light colours and iridescent shadows on the lid for an eye-opening effect.
highlight with a frosted shadow under the brow for evening effect.
curl the lashes or have them permed before applying the mascara to open the eyes even more.
try lining the inside of the lower lid with a soft white pencil this will also give the appearance of the eye being more open

theres lotsa ways but wot i do is...
use a v.light colour preferably cream or silver in the corner of ur eye and make sure u hav a fine line in this colour at the bottom of the eyelid, then put ur darker colour above. the light colour opens up ur eye, making it seem larger. J-Lo uses this method so most pics of her wud b gd 2 lk at.
use eyeliner and lengthening + curling mascara(clinique). Brown mascara/eyeliner is best with blue eyes as it is softer but stunning. body shop is gr8 4 most products especially their eye creams. plus they're environmentally friendly

This is DEFINITELY my department! I love make up and i too have smallish eyes. Use black eyeliner.. Draw a line halfway across your top lid, and halfway across your bottom lid. Dont draw the line all the way across cause it makes your eyes look even smaller! But if you do it just on the outside corner on top and bottom it makes them pop out! Also get an eyelash curler and curl your lashes, then use black mascara. Big curled lashes also make your eyes look bigger. The combo of eyeliner and mascara makes them gorgeous! Hope it works! :)

If you use a pale eyeshadow that compliments your skin tone and then apply a thin like of eyeliner.
Finally, use a curling mascara to emphasise the eyes. If you use other subtle make up the eyes will be your most prominant feature and everyone will be attracted to them.

Definetley use liquid eyeliner on the bottom and top lids. I would use a bronze on the eyelid, but a light and shimmering gold on top to accent and make bigger of your eyes. Keep in mind that a good mascara ALMOST never hurt anyone.
