Because it's human nature. Babies are created even that way so that older animals know not to hurt them. They're small, they're cute, and they're supposed to be innocent. We just have a natural affection for things that are tiny and cute (especially us from Japan! If you go to Japan, a girl is not cool until she has 20 different keychains on her backpack!)

I'm not sure what you are talking about but it sounds like puppies which is inaccurate. Dogs and puppies do not express affection. They are incapable of understanding the concept. Humans like it when a dog licks their face because affection is all they understand. A dog licking your face is actually showing dominance for their food dispenser.
