Well, The ancient Egyptians made tweezers, if that helps. I'm not sure if any other cultures had them, but I do know for a fact that the ancient Egyptians had them. so that probably means they were made over 3-4 thousand years ago. they were highly intelligent people in their time. they even made the first hula hoop!!
