I have downloaded several mods and put them in my Wow/Interface? Add On Folder. That's where I extracted the files and left them. On the character selection screen I think I'm supposed to have a button to allow Add Ons, but I have nothing. What am I doing wrong? (I already tried rebooting the computer)

Create a folder called "Interface" in the World of Warcraft Folder, then move the "AddOns" (Make sure it's called "AddOns") folder with all your mods into the Interface folder. The button should be in the bottom left hand corner.

Also double check the folder and make sure there isn't a 2nd "Addons" folder inside the one you extracted it to. If there is just move them out of that folder and into the one you created...

Exactly what gamergirl said - you probably have an issue with nested folders.

Basically, you need to have something like C:\Program Files\WoW\interface\addons\NameOfMod - in that directory should be a number of files (version.lua, etc.). The most common problem with addons is getting a path like this: C:\Program Files\WoW\interface\addons\NameOfMod\NameOfMod - if you get that, it won't register. Move the files up a level, and it should pick it up for you.
