Can i buy another mother board AND processor and keep the other pc parts hard drives etc

Sure. You may have to re-install windows or maybe even get a new copy because the version that came with your HP may only support HP hardwre. I changed motherboards/processors once, and I had to reinstall everything because it went straight into a physical memory dump. Also, make sure you get a motherboard that supports the same type of ram you have now. They just changed ram technologies (ddr2), so you may need to check compatability. 2.2 isn't that slow, by the way. If you are gaming you may want to upgrade the video card instead. If you use the computer for productivity, doing a defrag/spyware/antivirus/regcleaner may give you the boost you are looking for.

yes most parts should be swappable, but main one is the memory, since depends on what type of board u get, and the memory you currently have.
